Governor Sean Parnell has tried to get a truculent Legislature to buy into the idea of cutting the Alaska Clear and Equitable Share (ACES) tax on oil prices with his SB110.  SB110 was not passed in the recent legislative session.  The governor then decided that this was of such importance, that a special session of the Legislature was warranted.  The Governor wants to cut ACES to provide an incentive for the oil companies to reinvest in a declining oil production on the North Slope.  The democratic legislators in opposition to this move allege that billions will be denied Alaska through the proposed tax breaks.

On April 25, 2012, the governor decided that SB110 was DOA in the State Senate, given the opposition by Sen. Hollis French and Sen. Bill Wielokowski.  He cut his losses and pulled SB110 from consideration.

In hearings held earlier this year, the president of Conoco testified that were ACES to be reduced, Conoco would be willing to invest $5 billion in oil exploration and development in Alaska.   BP and Exxon have alluded to the further investment with respect to a reduction in ACES.

(who was discovered having a adulterous affair with another officer at her house, while on duty, one year prior Recent Mayor candidate Paul Honneman had walked on Rollins having sex in the public affairs office. Paul Honeman said he told police department higher-ups about what happened on the night he saw fellow officer Anthony Rollins engaged in sexual activity at work. We also have fewer APD officers working on the force that have false Identities, and are actually illegal aliens after the recent arrest and conviction of former APD officer Rafael Mora-Lopez.

Reports that the city is going to investigate the APD does little to relieve fears that this will all not be swept under the table as Police Crimes always have been, at this point to say the city police department has become nothing more then a revenue agent for a city that answers to itself would not be to far from the truth.  When the investigation starts they might want to re-inventory the evidence room, as the last inventory that I saw reported in  the mid 80′s found about 30% of drug, money material evidence had been looted by the APD. Nothing was done.

After the early 80′s murder of Jason Daniels, unarmed, shot five times in the back by the Anchorage Airport Police Officer, miles out of his jurisdiction , and the cover up that followed, one can not expect justice in the City of Anchorage Alaska, with a little cover up and taxpayer money to pay off victims and protect these city hired monsters all is well.

Former Cop Faces No Jail Time for PFD Fraud

On Friday, a state Superior Court judge sentenced Rafael Mora-Lopez, 47, to one year of unsupervised probation and no additional jail time. He was ordered to pay back more than $27,000 in PFD checks he had collected over the last 21 years.

Mora-Lopez gave an emotional testimony in court in front of a judge along with his friends and family members who were sitting behind him in the courtroom.

“I want to apologize to the police department, to my family and my friends for what my actions caused,” he said tearfully. “It was never my intention to hurt the people of Anchorage. I want to apologize for what I did, all I wanted was to serve you.”

Superior Court Judge Michael Wolverton told the court that he had received an overwhelming number of letters of support from the community about the good things he had done.

Mora-Lopez will serve a three-month federal prison sentence for passport fraud and false claim of citizenship.

“He was a very good police officer and very strong supporter of the community, so it’s a bitter pill for all of us to swallow,” said Lt. Dave Parker, a spokesperson for the Anchorage Police Department.

APD officers say Mora-Lopez was involved with hundreds of cases during his six-year career as a patrol officer with the department – many of which will not be re-opened.

“Most of the cases that he worked on have already passed through the court system,” Parker said.

The case has prompted APD to make changes, especially to hiring processes.

“The big thing is getting to know our candidates, getting to know them well before the final selection is made,” he said.

Anchorage detectives will now be conducting the initial interviews and polygraph operators will go through additional training to make sure they detect all red flags.

“We have several commanders that would be lieutenants or captains review every single file which comes from our background unit prior to presentation to our chief,” he said.

It’s a process APD hopes will make sure there aren’t any more cases like those of Mora-Lopez.
Ex-officer arrested again on child porn charge

A former Anchorage police officer, already convicted once of possessing child pornography, has been arrested and charged again.

was charged last month with violating the terms of his probation for having downloaded and stored thousands of child porn images in his computer, according to police spokeswoman Marlene Lammers.

On Wednesday, the Anchorage Police Department’s Cyber Crimes Unit detectives re-arrested Herrera on a new charge of child porn possession. He is being held on that charge in lieu of $30,000 bail, Lammers said.

A 12-year veteran at the time, Herrera was charged in October 2005 with collecting images of young children having sex with each other and with adults.He was also accused of setting up a remote-controlled camera in his home so he could tape a teenage girl undressing.

 

 

Anthony Rollins Sentenced to 87 Years for APD Sexual Assaults

ANCHORAGE, Alaska — More than a year after being convicted for raping four women while on duty during 2008 and 2009, former Anchorage police officer Anthony Rollins was sentenced to 87 years in prison Friday.

District Court Judge Philip Volland sentenced Rollins to a total of 151 years and six months in prison on numerous counts of sexual assault and misconduct, with 87 remaining to serve. Volland said that the sentence means Rollins won’t be eligible for parole until his early nineties — 57 years into his 87-year sentence.

Speaking for his daughter, the father of Rollins’ final victim addressed the court earlier Friday during Rollins’ sentencing hearing.

“She can’t sleep alone after being raped by an officer on duty,” he said.

Pleading for a maximum sentence — described by prosecutors Friday afternoon as 224 years — he recalled Rollins’ emotional state when he was found guilty by a jury in February 2011 on 18 counts of sexual assault and misconduct, including second-degree sexual assault of a fifth victim and criminal use of a computer.
In a plea agreement with the district attorney’s office, Herrera pleaded no contest to two counts and was sentenced to serve up to two years in prison. He was released on probation after serving his time. A condition of his release was that he not have a computer with an Internet connection.

In June, probation officers told police they had seized Herrera’s laptop and believed he had downloaded and stored child porn on it. Police forensics computer examiners verified the accusation and on Dec. 10 probation officers arrested him, according to Lammers.
